Keybinding software?

I'm trying out WoW on my new Win 7 partition and I want to be able to turn off caps lock and the Windows key (or really, remap caps lock to push to talk without turning on caps lock every time I hit it). Plenty of shareware software out there on the Mac for this kind of thing, but apparently my Google-fu is weak for the Win equivalent. Someone help?
