I've been using this tool for a long time, but I don't know if others are aware of it/have/are using it: an addon called DPSTime.

Simply tells you the number of milliseconds between the end of one spell cast and the beginning of the next. At the end of combat it tells you your total downtime. It's useful for training yourself to queue spells effectively and/or diagnosing lag. Not fixing lag, mind you.
If you're finishing fights with a less than 5% downtime
a) I hate you, you are great, and so is your internet connection.
b) Rock on, nothing to see here.
