You can now query for a list of completed quests with "QueryQuestsCompleted()" then wait for the "QUEST_QUERY_COMPLETE" event, and call "etQuestsCompleted()"

sounds like it give you a list of quest that was done..for mods.
so mods will be making about that will tell you where you still have to do quest to get things.
