This is because patches are equivalent to expansions.
Next expansion is actually about making Legion a playable faction since their domination will be so thorough that the Horde and Alliance will have to unite as its own team to get PvPers back to Horde.

I like how it mentions that your Garrison is staying in draenor and you can go and visit it if you want... What's the point so that we can see how we wasted thousands of gold on nothing?
