In the last q&a they said that the lot will drop on the 90 versions of the scenarios. This is the feat of strength achievement version with the tabard reward for alliance and grenade for the horde, which won't be available after the xpac drops.
Edit: apparently i'm wrong and it drops. damn that's a poor rate

That is actually wrong. Tekk's mage got the magi staff to drop for her on her first or 2nd run or something along those lines. ilevel 384 is for 85 and not for 90. You are supposed to get it now. The chances are something else though.
